I have a vintage 12speed bike with down tube shifters. and wondered whether the shift lever and brake lines sold at Target (Bell, I think work) for my road bike would be. If not, you should be on the lookout for a type or brand?

Yes, you will be fine as long as you cables that are the targets of the road brakes. Alternatively, the cables of independent bike shops cheap.

If the cable housing is in poor condition, replacement will be necessary. If you're in good shape, will blow WD40 clean indoor. A drop of light lubricant like Tri-Flow can be applied to parts of the lines traveling through the housing. It is not mandatory, but the cable does not move a bit softer. Some want to provide a large cable DAP Travel gear changes through the cable guides on the bottom bracket.
